The new program, "CHOICE," which stands for "Creating Human resources Options and Insurance Choices for Employers," is a no-cost evaluation program that helps employers looking for lower human resources costs while increasing or maintaining quality benefits for their employees and families. With CHOICE, employers can make cost-effective human resources and insurance decisions that best fit their particular needs by understanding the many options available.

According to a 2005 survey by the Kaiser Family Foundation and the Health Research and Educational Trust, employer healthcare premiums have increased 73 percent since 2000. Roughly 73 percent of employers that did not offer health insurance cited high premiums as "very important" in their decision. Tanon also points out a report by the Society for Human Resource Management (SHRM) that highlights companies' ability to cut human resource costs, particularly through outsourcing employee management activities that are difficult and costly to manage. According to the SHRM's July 2004 Human Resource Outsourcing Survey, "some of the most frequently named reasons for outsourcing were reducing operating costs, administration of health care benefits, pension benefits and payroll and controlling for legal risk by improving compliance. HR professionals who reported that their organizations had achieved cost savings due to outsourcing indicated that the average cost savings was 24 percent."
